Abstract

This study aims to analyze the authority of the State Attorney (JPN) as a mediator in determining the amount of compensation for the construction of the Solo–Yogyakarta Toll Road, with a case study in Kalurahan T and Kalurahan M. The problem raised is the continued objections from the community to the compensation value determined by the Public Appraisal Services Office (KJPP). The type of research carried out is empirical legal research, with data collection techniques through literature studies, documentation, and interviews with related parties, including JPN, affected communities, and the land acquisition committee. The results of the study indicate that although normatively the mechanism for resolving objections to the compensation value should be through litigation, the presence of JPN as a mediator has proven effective. In Kalurahan T, mediation resulted in land classification adjustments and a fairer increase in compensation values, while in Kalurahan M, mediation increased community understanding of the basis for KJPP assessments. The effectiveness of JPN as a mediator is also reviewed based on the principle of justice, which is reflected in JPN's active involvement in bridging communication, avoiding conflict, and ensuring that the community receives fair and proportional compensation.
